FSR will be responsible for fielding equipment and coaching/teaching/mentoring small unit leaders at the team, squad, platoon and company levels of combat arms organizations.
Duties include but are not limited to:
- Maintains accurate, complete, and up to date Site Procedure Guides, Forms and Logs, and other Site Branding as directed by the PM.
- Collects and reports Failure Reporting and Corrective Action System (FRACAS) data for systems managed by the PM.
- Provides Incident Reports with Defective Component Name and Serial Number (SN)/ National Stock Number (NSN)/or Part Number (PN) of PM Managed equipment.
- Provide Unit Survey of PM managed systems.
- Performs basic troubleshooting on all equipment on PM Soldier managed systems.
- Perform other duties as required
Provide systems engineering support to Special Projects for the PEO IEW&S System or Systems Engineering (SoSE) team.
These Special Projects traditionally apply across PD/PM offices or are ordered directly by the PEO and may include:
- PEO portfolio training and professional development (i.e. monthly Engineering Huddles)
- Technical expertise to PEO-wide contracts (i.e. authoring PWSs, developing requirements, creating IGCEs, etc.)
- Subject matter expertise to challenged programs with regular program status updates to the PEO
- Additional systems engineering oversight to PMs as needed or directed by the PEO, such as, reliability program oversight
- Technical expertise to PEO public affairs artifacts (i.e. conference briefs, articles, interview talking points, etc.)
Serve as a subject matter expert on Cybersecurity/Information Assurance activities based upon a comprehensive knowledge of the principles, policies such as DoD Instruction 8500.01, DoD Instruction 8510.01, AR 25-1 and AR 25-2, pertinent laws, regulatory requirements and procedures applicable to each PEO IEW&S program management office, PEO IEW&S HQ staff, and other external organizations.
- Knowledgeable with Department of Defense audit policies and procedures to include: Joint Reconciliation Program (JRP); Dormant Account Review- Quarterly (DAR-3 Q) Tool; Risk Management and Internal Controls (RMIC); and DoD Audit Readiness initiatives.
- Assist in the day-to-day resolution of Unliquidated Obligations (ULO)s, open invoices, unmatched transactions UMTs, intermediate document IDOCs, sales order errors, open commitments, and open collections.
- Monitor and provide updated status on actions regularly for reporting to ASA(ALT) ARD.
- Be able to assist team in historical fact finding for audit sampling.
- Assist PMs when necessary with any audit related needs.
- Maintain responsibility for supporting a wide range of administrative tasks including (but not limited to) gathering responses from information requests, quality control/ configuration control of documents, formatting, and ensure all aspects follow agency guidelines.
Provide acquisition program management and analysis for the planning and execution of PEO IEW&S programs at different acquisition category levels and in all phases of a program life cycle through understanding of and adherence to DoDI 5000.02, acquisition streamlining initiatives, and analysis of performance indicating metrics.
The Contractor shall:
- Provide acquisition advice and recommendations based upon a comprehensive knowledge of the principles, policies, pertinent laws, regulatory requirements and procedures applicable to each program.
- Review and provide guidance for updates of program documentation, supporting the acquisition process to include: documents required by law, regulation, directive and/or policy such as the U.S. Code Title 10 DoDD 5000.01, DoDI 5000.02 and AR 70-1.
- Coordinate, identify, prepare, review, and track approval of program documentation such as Acquisition Strategy Reports, Acquisition Program Baselines (APB), and Acquisition Decision Memorandums (ADM), for Milestone Decision Reviews (MDRs) or in support of other required decisions or reviews with internal HQ staff (i.e. budget, engineering, logistics, and contracts planning).
- Partner with PEO IEW&S in the execution of various Army and Department of Defense efficiency, cost saving, and continuous process improvement initiatives such as Better Buying Power 3.0 (or latest adaptation) efforts: Will/Should Cost initiatives, Lean Six Sigma projects, Value Engineering initiatives, Business Process Reengineering efforts and other Continuous Process Improvement-related initiatives.
- Provide strategic programmatic integration expertise for the formulation and execution of Program Objective Memorandum (POM) Reviews and Weapon System Reviews (WSR).
- Review and analyze program progress and fund utilization reports to identify areas wherein the programs are not progressing or proceeding as planned (e.g., cost and schedule performance as well as overall program execution efficiencies).
- Review Acquisition Requirements Packages (ARPs).
- Work with PEO IEW&S in reviewing and modifying the PEO’s policies, guidance, and procedures in program management, acquisition, cost, and efficiencies to address applicability and relevance of requirements implemented by the Office of the Secretary of Defense (OSD) and Assistant Secretary of the Army (Acquisition Logistics & Technology) (ASA(ALT)).
- Support knowledge management efforts within PEO IEW&S by creating, sharing using, and managing the PEO’s knowledge. Specifically, ensure the identification, documentation, mapping and understanding of the practices, methods and processes of the PEO; ensure the identification, handling, accumulation, assessment and sharing of lessons learned; ensure the identification, documentation, collection and sharing of SME/”greybeard” knowledge and information.
- Prepare and/or review of miscellaneous reports provided to senior level management.
- Work with Program/Product managers and the Department of Army Systems Coordinators to ensure programs have acquisition strategies, baselines and other required documentation to meet Milestone Decision Authority requirements to provide products and services to the Warfighter in an affordable, timely manner.
- Ensure that PEO IEW&S’s inquiries/directives are carried out to include periodic reviews, cost/schedule/performance monitoring and lessons learned.
The Intermediate Administrative Assistant provides administrative support essential for the systems engineering and architecture development processes, including preparation, review, compliance monitoring, progress evaluation, schedule compliance, and technical assessments. The Intermediate Administrative Assistant will also:
- Coordinate and document travel, meetings and conferences.
- Maintain property book and other related duties as assigned.
- Develops a variety of reports, monthly progress/status reports and produces invoices to the Government by ACRN, Functional Area, System Name, etc.
- Must have an ability to handle normal non-technical and technical office administrative tasks.
- Demonstrate ability to type highly specialized technical reports rapidly and accurately Monitor and track obligations and expenditures for assigned contract tasks, schedules, ceilings and reports. Resolves billing/invoice discrepancies.
The General Engineer shall independently develop, implement, and document systems engineering, integration, and readiness processes and procedures for organizational systems and similar Program-Wide responsibilities, including, but not limited to:

Participate and assist in the coordination of the systems engineering integrated product team and other technical forums at the PEO and subordinate agency level.

Maintain the evolving AMCS architecture and coordinate with program, project and product management offices to assess the efficacy of the engineering and integration processes.

Review, advise, prepare and provide comments documents including: Logistics Support Analyses plans, technical documentation, reliability and maintainability document, MANPRINT, training manuals, provisioning documents, and database management systems.

Assist in the preparation and delivery of Army Transformation documents, Unit Set Fielding (USF), SBCTs, and follow-on digitized forces.
The Intermediate Facilities Manager serves as facilities coordinator with responsibility for coordinating, and implementing the organizations facilities program to include modification, maintenance and repair.
- Conducts investigations and studies of the effectiveness of facilities support efforts.
- Coordinates with facility engineers, and safety personnel to assure that proper industrial safeguards are effected in accordance with established safety standards.
- Coordinates maintenance and repair of assigned facilities.
- Reviews work requests for modification, maintenance, and repair of assigned facilities for feasibility, adequacy, and assurance of compliance with regulations.
- Inspects work to ensure proper accomplishment that installation of equipment is in accordance with specifications and meets functional needs.
- Consults with engineering and operating personnel for resolution of unusual or problem cases.
The Intermediate Graphics Specialist is responsible for independently preparing briefings, displays, brochures, and other related material for use by the Program Executive Office in presentations and demonstrations. As well as:
- Reviews and synchronizes briefings and other materials that are developed by subordinate agencies to produce a cohesive Program briefing
- Reviews inputs for consistency of theme, style, and format and make necessary changes to ensure briefings are consistent with the Programs’s standards and requirements
- Provides support for the preparation of appropriate literature and the staffing of Visitors Bureaus when required for the support of major exercises and demonstrations.
- Produces graphic art and visual materials for promotions, advertisements, films, presentations, packaging, and informative and instructional material through a variety of media outlets, such as, websites and CD-ROMs.
- Generates, manipulates, and integrates graphic images, animations, sound, text and video generated with automated tools into consolidated and seamless multimedia programs.
The Intermediate Information Technology Specialist independently provides IT support to an entire organization or major components of an organization and assesses and implements IT policy to govern IT activities, provides IT policy guidance to management, staff, and customers:
- Develops business cases and performs knowledge management and information assurance.
- Provides analysis and evaluation of information technology matters and recommends initiation and development of IT projects.
- Supports projects entailing the full scope of information systems management for the Command.
- Performs information technology tasks throughout the Command by reviewing, analyzing, and validating electronic business operation tools, implementing IT resources (hardware/software), website design, database development, and other business systems integration initiatives.
- Interfaces with higher headquarters, other Command sites, and business centers throughout the command to facilitate procurement information systems technology implementation within the Command.
- Duties require the application of information technology policies, principles, and practices in the delivering IT technical services throughout the Command.
- Serves as an Information Management Officer and Telephone Control Officer to represent the organization’s interest to the service provider.
The Journeyman Inventory Management Specialist performs a wide variety of task and is the Item Manager focusing on demand planning. The Inventory Management Specialist utilizes statistical program knowledge and skills to provide support forecasting techniques, trends, and use of mathematical models in the Logistics Modernization Program (LMP). Also:
- Provides support to include equipment management, inventory control, property control, warehousing, acquisition, quality control, receiving, shipping, assembly, packaging and transportation.
- Operates and updates computerized logistic systems and plans, coordinates and conducts equipment use/projects.
- Apply professional knowledge of logistics principles, techniques and practices and logistics programs and issues.
- Prepares written plans, reports, schedules and milestones and develops project plans, outlines procedures and issues, and identifies long and short term goals and objectives.
- Participates in/leads audit teams to conduct inspections of equipment and operations to ensure compliance with regulations.
- Conducts research, gathers data, analyzes and assists in interpreting data and reports and coordinates issues pertaining to compliance and corrective actions.
- Participates in meetings regarding logistics concerns related to the assigned projects and performs as a liaison with other Life Cycle Management Commands (LCMCs).
The Journeyman Operations Support Specialist performs a wide variety of analytical and administrative duties in support of the organization. A successful Journeyman Operations Support Specialist will manage staffing and track internal and external suspenses and correspondence with designated functional areas of the organization. As well as:
- Possess knowledge which includes planning, risk management, and program analysis.
- Tracks and ensures responses to all tasks received across the organization.
- Possess a working knowledge of the planning process and project management.
- Assists in the definition of and documentation of processes into standard operating procedures or other written procedures.
- Initiates, develops, revises, recommends, and ensures implementation of policies, plans, procedures, and directives under guidance of senior staff.
- Identifies existing or potential problem areas within the area of operations and recommends corrective action.
- Advises and assists higher-level staff pertaining to assigned program, briefing preparation, and objectives.
- Collaborates internally and externally and provides advice and support to the organization leadership, staff, and program managers on any assigned programs/projects for stakeholder engagements, briefings, reports, etc.
The Intermediate Program Analyst performs extensive coordination with Program Managers, other PEOs, DA staff, other services and industry personnel during all phases of the life cycle of assigned projects
- Supports planning, evaluation, review and prioritization of technical and financial resources associated with assigned programs.
- Supports program, planning, evaluation and financial management functions, as well as the cost analysis and other cost and contractor performance measurement functions for assigned programs.
- Applies independent expert knowledge of program planning and evaluation, Army missions, goals and objectives.
- Independently selects methods, plans and coordinates the details, and carries work through to its conclusion with minimal guidance.
- Prepares, coordinates and/or reviews the preparation of portions of written plans, schedules and milestones for accomplishing goals.

The Intermediate Program Specialist is responsible for a variety of administrative, business and operational functions necessary to run a government program(s) efficiently.

- Leadership and Education, Personnel and Facilities (DOTMLPF) efforts

- System and/or software integration, platform integration
- Interoperability with various Command, Control, and Communications (C3) systems

- Sustainment and refreshment of capabilities

- Provides analysis related to the design, development, and integration of hardware, software, man-machine interfaces and all the systems level requirements to provide an integrated solution
The Senior Technical Writer/Editor shall serves as an expert in creating, updating, coordinating, and staffing Test and Evaluation (T&E) documents that are managed under the Army's Program Executive Office, Command Control Communications - Tactical.
- Reviews and analyzes current draft and/or approved versions of Test and Evaluation Master Plans (TEMP), Test Plans, Test Reports, and other program documentation for consistency, conformity to C5ISR requirements
- Adheres to higher headquarters directives, program impacts due to changes and provides appropriate comments to Program Managers.
- Reviews program documents for consistency of schedules, test strategy, and force level interoperability requirements
- Coordinates with affected subordinate PMs to execute modification to TEMPs, participates in test and evaluation IPT on behalf of PMs, assists the combat developer in requirements research by ensuring requirements can be achieved with either current or anticipated technology.

The Senior Training Developer shall lead a team performing a wide range of complex missions and must have the ability to train students in tasks required to test-operate, align, repair, service, and fault-isolate / troubleshoot the particular radio system to the lowest-replaceable units.
- Provides guidance and assistance to lower-grade personnel and is considered an expert for providing technical guidance and information to meet requirements.
- Review, assist and mentor lower-grade employee’s work for quality and accuracy of work.
- Develop and/or revise materials for training courses and conduct training courses with a professional understanding of the principals of learning and teaching methods.
