The U.S. Cybersecurity and Infrastructure Security (CISA) mission is to lead the national effort to protect and enhance the resilience of the nation’s physical and cyber infrastructure.  CISA includes the CISA Mission Enabling Offices (MEOs) and six Divisions: the Cybersecurity Division (CSD), the Emergency Communications Division (ECD), the Integrated Operations Division (IOD), Infrastructure Security Division (ISD), the Stakeholder Engagement Division (SED), as well as, the National Risk Management Center (NRMC), which are headquartered within the National Capital Region (NCR).     CISA’s information technology (IT) landscape has historically produced networks and systems individually managed and maintained within each of its Divisions as well as its MEOs.  This task order is to provide Enterprise Engineering and Operations Support Services (EEOSS) to CISA/OCIO to establish enterprise IT capabilities. Sev1Tech is looking for an experienced Information Systems Security Officer (ISSO) who can prepare, submit, and monitor accreditation packages through the Risk Management Framework (RMF) process ensuring receipt of Interim Authority to Test (IATT) or Authority to Operation (ATO) in support of the Naval Supply Systems Command (NAVSUP) Ordnance Information System (OIS) program. The ISSO will not only maintain current operating cybersecurity environment (data center) but will also support the program’s transition to AWS GovCloud operating environment.    The ISSO will apply their knowledge of Cybersecurity engineering best practices used to secure technical solutions, including applications, systems, architectures, and infrastructures that are operationally viable and efficient on-sitein either Mechanicsburg, PA, or Yorktown, VA.    This critical role will also be responsible for:    - Meeting and maintaining CYBER certification and accreditation requirements, including researching, testing and providing technical information for obtaining CYBER accreditation.  - Developing Security Requirements Traceability Matrix (STRM), aligning security requirements with the individual components of a system.  - Performing checks of systems and applications for IA vulnerabilities using approved automated IA tools (ACAS, SCAP-compliant scanners, DISA STIG Viewer, etc.), custom scripts and manual processes (i.e., Security Technical Implementation Guides [STIGS]).  - Monitoring OIS security posture, documenting raw findings in a quick look report, for customer notification. Create and maintain system Plan of Action and Milestones (POA&Ms)of open vulnerabilities and applied mitigations utilizing Department of Defense Enterprise Mission Assurance Support Service (eMASS) tool.  - Supporting the development and documentation of risk assessment results and recommendations using identified threats, applicable vulnerabilities, and likelihood of occurrence within context of risk tolerances  - Monitor all database and application software used in OIS for version change control and nearing/exceeding last date allowed in the Department of Navy Application Database Management System (DADMS).  - Coordinating/interfacing with OIS Technical Team, Defense Information Systems Agency (DISA), IA Staff, and Fleet Cyber Command to document, review, revise, and submit changes related to Ports, Protocols, and Services (PPS), Access Control Lists (ACLs), and Whitelists. The Coast Guard has committed to an overhaul of their logistics business processes, policies and organization structure to support Naval Logistics IT (NavLog-IT) integration as the underlying CG-LIMS technology platform. The Coast Guard Office of Engineering and Logistics (CG-4) has stood up a Change Management Office (CMO) to support this transition. Complementing the CG-LIMS Program Management Office (PMO), the CMO will manage the people, policy and process modifications required for technology adoption, while the CG-LIMS PMO manages the technology transition. These transactions help deliver and sustain assets, systems, services, and capabilities that power a world-class Coast Guard organization.   The C&P Transformation presents a tremendous opportunity to innovate, advance/leverage partnerships with industry, revisit policies and processes to maximize the capabilities of USCG’s new financial management system, improve C&P customer service, and identify new ways to organize, invest in, and retain a highly skilled C&P workforce while attracting the best talent from other agencies, private organizations, and higher-level learning institutions.   DESCRIPTION OF DUTIES: Working under the oversight of the Director and Executive Steering Committee, C&P Transformation, the Contracting & Procurement SME will coordinate and execute C&P initiatives that improve and modernize governance and functional alignment, process and policy, data readiness and workforce development and optimization within each of the six (6) Chief of Contracting (COCO) Office areas of responsibility.
