Background: The Coast Guard’s Shore Infrastructure (SI) is where all operations begin and end.  SI is integral to its crew’s mission success.  The unit’s facilities allow for crew preparation, rest, nourishment, health and physical fitness, maintenance of Capital Assets and mission equipment, secure storage of Mission Essential Personal Equipment (MEPE), weapons, classified and protected information.  Their waterfronts and hangers allow for safe berthing and protection; connection to available shore power and other services allow the crews to shut down the Asset’s onboard systems, allowing for reduced personnel onboard.   The challenge for tracking shore infrastructure today is that the USCG has a fleet of non-standard facilities, custom-built to local unit's desires without an enterprise standard for Mission-based facilities.  In addition, facilities have been considered less critical that mobile assets which has created a culture that accepts crews to living with the deficiencies for weeks if not years.    Implementation of the Electronic Asset Logbook (EAL) Service Desk will enable near real-time visibility of the facility and the effort required of the crew to qualify to operate and maintain their growing list of SI sophisticated and integrated support systems.    Due to the significant amount of Platform, IT incorporated in the systems during new construction and when old installed systems are replaced upon failure, there is a growing risk of cyber vulnerabilities that could disrupt the availability of the facility, negatively impacting mission readiness of the unit.   LOCATION: Coast Guard headquarters at St. Elizabeth’s 1-2 days per week; some travel to USCG sites   MAIN DUTIES / RESPONSIBILITIES Reporting to our Program Manager based out of the Aviation Logistics Center, the Project Manager will manage Project for Shore Infrastructure (SI) Electronic Asset Logbook (EAL) Enrollment and accomplish the following:   - Coordinates all activities of the Deployable Transformation Training Team (DT3), Communications Specialist, Technical Writer, Metrics Dashboard Manager, SI Training & Development, Risk Assessment, and Maintenance Management in EAL.  - Support agendas for the Engineering and Logistics Directorate (CG-4)’s Chartered SI EAL Enrollment Working Group consisting of Government personnel to guide strategy, policy and process for completing Governance, Personnel and Material documents and metrics that will ensure the reinforcement of the SI EAL for tracking the readiness of Shore Infrastructure and be a communications tool between facility occupants and the supporting Civil Engineering Units (CEU)s, Product Lines and Equipment Specialists to conduct corrective maintenance actions and restore facilities to Full Mission Capable (FMC) status. This reinforcement will also be required at CEUs to ensure they are provided and retain the Knowledge and Ability to monitor changes to the readiness status of the field and track corrective maintenance needs to resolution. - Perform coordination between unit and DT3, who are the EAL Quality Assurance (QA) Team - Business Transformation Division.   - Ensure DT3 deployments to field units, conduct comms to field, and conduct virtual sessions with field units to kick off the site visits.  - Coordinate unit visits.  - Participate in program management working sessions and support program managers in executing day-to-day project management activities. - Travel (3 trips) to representative unit types to fully understand the ADKAR qualities required for the unit level activities to fully embrace all qualities of ADKAR in the plan and metrics for the communications, training materials and quality assurance to ensure implementation and reinforcement of the transformation is successful.
