Overview/ Job Responsibilities

Sev1Tech is searching for an experienced Program Control Manager to analyze, evaluate and forecast project status against an established baseline cost. The selected will prepare and maintain direct Annual Operating Plan (AOP). Prepare and monitor Estimates at Completion (EAC’s) and Estimates to Completion (ETC). Conduct financial analysis (variance analysis, risk analysis, profit/loss analysis, etc.).

 

Other Duties includes:

 

  • Aids management in program setup and execution.
  • Develops financial reports to track EAC\ETC data.
  • Maintains individual databases for risks and action items.
  • Supports program managers via financial data preparation and analysis.
  • Directs the work of the support staff as delegated by the program manager.
  • Ensures compliance with the program management procedures and processes.
  • Calculates and analyzes earned value metrics.
  • Assists in the development of new business proposals.
  • Analyzes and reports variances between monthly actuals to planned budgetary costs.
  • Managers and maintains the contract(s) data within Unanet, ensuring all contract modifications are recognized within the system in a timely manner.
  • Performs pay period and monthly audits on all employee hours for accuracy, compliance, and cost.
  • Submits monthly subcontractor accruals for all assigned projects.
  • Reviews non-labor expenses for each contract for accuracy and correct project alignment.Prepares and distributes monthly and Ad Hoc financial and administrative reports to contract leadership and contract customers.
  • Monitors contractual funding, ensuring adequate funding is available, submitting timely Limitation of Funds (LOF) requests to contracting via Cobblestone.
  • Reviews invoices for discrepancies prior to submission, working with accounting to quickly correct errors to ensure prompt company reimbursement.
  • Assists with the preparation of customer reporting including Contract Funds Status Report (CFSR), Monthly Status Reports (MSR), and Quarterly Program Management Review (QPMR).
  • Assists contract leadership in the close out of outstanding obligations.
  • Performs other duties as assigned.

Location will Woodbridge, VA - hybrid.  Expected to be in the office 4 days a week for the first 60 days and then 3 days a week after.

Minimum Qualifications

  • Bachelor’s degree from an accredited institution with 5 years of relevant experience.
  • Government Issued Secret Secuirty Clearance
  • Experience with CADE and the submission of Cost Software Data Reporting (CSDR) contractual requirements.
  • Experience in detailed and accurate submission of financial contract data for monthly PMRs (Program Management Review).
  • Experience in detailed and accurate submission of the CSFR for QPMR.
  • Experience with EVM (Earned Value Management).
  • Prior financial reporting and analysis experience managing project financials for US Government Programs
  • Ability to attend to detail and work in a time-conscious and time-effective manner.
  • Strong skills in standard desktop applications, specifically high-level Excel skills (insert pivot tables, V-lookup, and conditional formatting, etc.).
  • Ability to interact positively with internal and external stakeholders at all levels.
  • Strong Communication skills (verbal and written).
  • Ability to dive into the details and mechanics while maintaining focus on the organization’s high-level goals.
  • Flexible and adaptable with an understanding of the various functions, roles, responsibilities, and processes of a finance and accounting department.
