Overview/ Job Responsibilities

The Program Analyst IV will work to support the National Oceanic and Atmospheric Administration (NOAA) providing IT core management components and service areas, including cross-cutting services that support the government through system design, development, fielding, and sustainment of global NOAA IT needs. 

 

Program Analyst IV must be able to support the following responsibilities:

  • Oversee and manage large-scale IT projects from inception to completion. Ensure projects meet all milestones, deadlines, and budget requirements. Use project management tools and methodologies to track progress and make adjustments as necessary.
  • Act as a liaison between the IT team, government officials, and other stakeholders. Regularly communicate project status, risks, and issues to all stakeholders and solicit their feedback to ensure that project objectives are aligned with their needs.
  • Strategic Planning: Assist in the development of long-term strategies for IT services that support the agency’s goals. Analyze trends in technology and government regulations to recommend updates to IT infrastructure and services.
  • Policy and Compliance: Ensure that all IT projects and services comply with federal laws, regulations, and best practices in cybersecurity and data management. Update or develop new policies as needed to maintain compliance.
  • Risk Management: Identify potential risks to the delivery of IT services and develop mitigation strategies. Conduct regular risk assessments and update risk management plans to reflect changes in project scope or external factors.
  • Team Leadership and Development: Provide guidance and leadership to less experienced analysts. Promote a culture of continuous improvement and professional development within the team.
  • Contract and Vendor Management: Oversee contracts and relationships with vendors and subcontractors to ensure that service delivery meets contract specifications and quality standards.

Minimum Qualifications

 

- Must be able to work independently and lead teams to execute against sets of procedures and be able to lift 50 pounds
- Must have very good attention to detail and excellent communication skills
- Must have 3 plus years experience with property/inventory management and associated software used to track accountable prop
- Experience with Sunflower Property management software is a plus but not required
- Requires a knowledge of one or more elements or parts of a supply system, or of supply methods, policies, or procedures

 

Eligibility/Clearance Requirements: Must be able to provide proof of U.S. Citizenship and is able to be cleared at the Public Trust Level
