Overview/ Job Responsibilities

As the Contracts Manager you will be primarily responsible for administering and managing a wide variety of contracts related to the company, including government and commercial contracts. In the government sector, Contracts Manager positions generally require a strong foundation of specialized skills and knowledge, as well as a commitment to continuous improvement to protect the company’s interests. This position will require knowledge about the industry as well as details and potential benefits of all contract types.

 

Duties and Responsibilities include:

 

  • Manages contract workflow from award to closeout for prime contracts as well as subcontracts across several government agencies.
  • Craft, evaluate, negotiate, and execute a wide variety of different duties and contracts responsibilities covering a range of transactions within the government contracting arena. (e.g. NDA, TA, Prime Contracts, Subcontracts, BPA, IDIQ, GWAC, GSA MAS, Task/Delivery Order, etc)
  • Manages contract workflow from award to closeout for OTA contracts. 
  • Review and recommend contract terms and conditions to ensure adherence to company policy and government specifications and requirements (FAR and FAR Supplements)
  • Create and maintain relationships with customer and suppliers and serve as the singular point of contact for matters concerning contracts.
  • Draw upon advanced training to make sound business decisions when analyzing, preparing, and executing government contracts.
  • Monitor contracts and move forward with close-out, extension, or renewal according to what’s best for the company.
  • Solve any contract-related problems that may arise with other parties and internally with the company itself in a timely manner.
  • Facilitates timely problem resolution and escalation of contractual issues to minimize the impact of service disruptions.
  • Collaborates with growth, operations, accounting, and our program control analysts to manage all aspects of cradle-to-grave contract management. 
  • Communicate and present information to management and program personnel about all contract-related matters, including risks, duties, rights and obligations.
  • Maintain records for correspondence and documentation in relation to established contracts and those in progress.
  • Perform necessary reporting as required in accordance with industry standards.
  • Manage and oversee procurement process in accordance with company policy and industry regulations (FAR and FAR Supplements)
  • Maintain procurement records in accordance with CPSR standards.
  • Facilitate and lead procurement and contracts team through the CPSR audit process.
  • Other duties as assigned.

 

Skills:

 

  • Excellent negotiating skills and entering agreements i.e., subcontract agreements etc.
  • Strong ability to exercise independent judgment to assess current procedures and develop new policies and processes.
  • Strong ability to interface with contract support staff and business unit managers, customer and supplier law departments, and senior management.
  • Familiar with government pay systems i.e., Wide Area Workflow (WAWF), Invoicing Processing Platform (IPP), and other relevant government pay systems/ invoicing.
  • Must be very knowledgeable in the government contract sector, including Service Contract Act (SCA) Regulations, Government FAR & DFAR regulations.
  • Must have an understanding and familiarity with managing OTA contracts. 
  • Understand and knowledgeable of contract modifications (MODS).
  • Understand CPSR guidelines and requirements.
  • Keen sense and ability to strategize and share knowledge with others.
  • Must adhere to schedules and timelines/ good time management.

Minimum Qualifications

Education:

  • Bachelors degree in business, accounting, government contracting, or other related degree.
  • CCCM certification awarded by the National Contract Management Association.
  • CPCM certification awarded by the NCMA.
  • CFCM certification from the NCMA.

 

Experience:

  • Required 5-10 years of federal contracting experience,
  • Experience with administering and managing federal contracts.
  • Experience with compliance with FAR and FAR supplements.
  • Experience with Government Reporting and Reporting Systems.
  • Experience with CPFF Contracts, IRA, and Close-outs
  • Experience with CPSR audits and CPSR regulations.
