Overview/ Job Responsibilities

Sev1Tech is seeking an experienced Senior Program Manager with a strong federal IT service management (ITSM) background to assist our customer in a major contract transition and establish a Program Management Office (PMO) for Network Operations and Security Center (NOSC) support services. 

 

In this role, the Senior Program Manager will lead a large, mission-enabling nation-wide team providing network infrastructure, platform, system, application, and cybersecurity services for a federal customer,  overseeing a program of more than 200 FTE geographically dispersed (in the National Capital Region (Washington D.C.), in Stennis, MS; Chandler, AZ; and other locations in the U.S and occasionally OCONUS); providing direction and oversight to a team of project managers and technical leads; and serving as the “go to” leader for senior customers. The candidate will have ultimate accountability for the delivery of high-quality services and products across multiple task orders/delivery orders under an IDIQ to accomplish customer objectives and achieve a high degree of customer satisfaction.

 

Responsibilities include:

  • Provide direction and oversight to teams responsible for: Monitoring and Analysis as well as Incident Response services that include cybersecurity; Network Infrastructure Tier 3 services; and Field Engineering Technical services
  • Promulgate and ensure consistent application of management best practices by project managers and team leads
  • Closely partner with senior customer leadership on strategic direction for the program
  • In partnership with the customer and other senior project team members, establish, report on, and periodically assess and improve the metrics to assess program performance
  • Provide customer with insights necessary for program improvements
  • Keep customer leadership apprised of program progress and risks
  • Ensure the program is staffed with the right resources at the right time, with adjustments as needed to meet priority customer needs or reallocate staff
  • Manage taskings and performance across IDIQ Task Orders.
  • Implement a robust cross-training program so that Tier 1 and Tier 2 staff are capable of resolving issues to the greatest extent without escalating to higher levels
  • Ensure high-quality and timely responses to ad hoc data calls
  • Maintain a flexible, responsive, and supportive work environment
  • Establish a framework to capture and preserve institutional knowledge both for the customer in the long-term and contractor teams in order to assess patterns, learn lessons, and improve execution
  • Clearly communicate program direction and updates to delivery teams
  • Promote a culture of cross-team collaboration and continuous improvement

 

Minimum Qualifications

  • Bachelor's degree in Computer Science, Information Technology, Cyber Security or related discipline

  • Ten (10) years of experience overseeing technical and management teams on large government contracts involving IT operations and engineering at the 200 FTE-level
  • Working knowledge of IT network, cybersecurity, and cloud technologies
  • A record of improving the quality of service delivery and exceeding customer expectations
  • Experience collaborating with customers on strategic plans
  • Demonstrated problem-solving and decision-making skills
  • Excellent verbal and written communications skills, including the ability to effectively interact with program, senior technical, and executive level customers
  • Ability to think conceptually and strategically while managing tactically
  • Extensive experience managing program resources and budgets
  • Ability to identify and mitigate program risks
  • Demonstrated ability to manage large programs using PMBOK and Agile principles
  • Strong customer focus
  • Success managing programs that have met and exceeded contract SLAs
  • Experience maintaining an environment fostering staff satisfaction and improving retention
  • Ability to generate and provide useful reports detailing program status for customers and executive leadership
  • Ability to balance multiple and competing priorities
  • CMMI knowledge and experience
  • Demonstrated problem-solving, solution development, and analytical skills including performance metrics tracking and process improvement
  • Strong attention to detail and commitment to quality assurance
  • Top Secret SCI Security Clearance, Customs & Border Protection (CBP) preferred
  • PMP certification
  • CISSP Certification

This position will typically be located in either Colorado Springs, CO, Stennis, MS, Chandler, AZ, National Capitol Region (NCR) or Remote where applicable. Candidates who meet the minimum qualifications, appropriate clearance level, and are geographically aligned (or the ability to relocate) will be considered first.

 

Desired Qualifications

  • DHS experience
  • Experience successfully managing IT infrastructure and or cyber security contracts for DHS
  • ITIL certification 
  • Experience and or knowledge or core customer technologies and tools such as Splunk, Swimlane, Palo Alto, Spectrum, Forward Networks, NetScout, Cisco, Grafana, ServiceNow
