Overview/ Job Responsibilities

The U.S. Cybersecurity and Infrastructure Security (CISA) mission is to lead the national effort to protect and enhance the resilience of the nation’s physical and cyber infrastructure.  CISA includes the CISA Mission Enabling Offices (MEOs) and six Divisions: the Cybersecurity Division (CSD), the Emergency Communications Division (ECD), the Integrated Operations Division (IOD), Infrastructure Security Division (ISD), the Stakeholder Engagement Division (SED), as well as, the National Risk Management Center (NRMC), which are headquartered within the National Capital Region (NCR).  

 

CISA’s information technology (IT) landscape has historically produced networks and systems individually managed and maintained within each of its Divisions as well as its MEOs.  This task order is to provide Enterprise Engineering and Operations Support Services (EEOSS) to CISA/OCIO to establish enterprise IT capabilities. These enterprise IT capabilities shall support CISA’s ability to continue establishing a modern IT infrastructure; engaging in various initiatives to evaluate and implement emerging technologies; migrating to the cloud; supporting mobility and collaboration platforms; and continually improving the performance, security, and availability of enterprise IT services.

 

Working with an enterprise network architecture and engineering team supporting our Federal customer, the Cloud Engineer supports Technology Evaluation and Integration projects to identify, evaluate, and recommend emerging technologies and/or services that can be implemented to establish and improve CISA enterprise network, identity and access management, mobility, asset management, imaging, application and systems development, collaboration capabilities, cloud hosting, and communication services to meet CISA mission requirements.

 

Position Roles and Responsibilities:

 

  • Conducts trade studies to evaluate and identify the most acceptable technology or solution to satisfy a specified set of requirements or criteria.
  • Test related solutions / technologies and document findings and recommendations to assist the Government in making decisions regarding solutions and/or services to procure and/or implement.
  • Conduct Proof of Concepts (PoCs)/Proof of Values (PoVs) to demonstrate new or improved services/capabilities as directed by the Government.
  • Design, engineer, test, and implement an enterprise network infrastructure and technologies.
  • Perform system engineering design review, integration, implementation of tasks and activities following change and configuration management processes, including coordination of hardware, software, facilities, and/or equipment
  • Interface with customers to collect and clarify requirements
  • Manage network communications testing, installation, and support for the MAN/WAN system
  • Identify and diagnose problems affecting network performance using software and hardware tools
  • Troubleshoot, diagnose, investigate and resolve issues with network connectivity and latency
  • Troubleshoot multiple Broadband, Internet, and MPLS networks in a highly secure environment
  • Provide recommendations to enhance and improve network performance
  • Interface with vendors when necessary during outages or periods of degraded system performance
  • Utilizes monitoring, performance analysis, network management, software and hardware equipment to troubleshoot and isolate problems, gauge network performance, and trace data and protocol activity.
  • Configure Cisco network routers, switches and wireless controllers for LAN/WAN connectivity
  • Provide recommendations to enhance and improve network performance
  • Root Cause Analysis support

Minimum Qualifications

Bachelor’s degree in Computer Science, Engineering, IT Systems, or other related discipline and 3 years of prior experience. Education may be substituted with 4 additional years of relevant experience.

 

At least 3 years of hands-on experience in Network Design, Network Engineering, Network Operational Support and Cloud engineering experience of Medium to Large enterprise network environments. 

  • Experience with systems engineering planning, information security planning, performance management, capacity planning, testing and validation, risk assessment, benchmarking, information engineering, security impact analysis
  • Experience in implementing and overseeing cloud computing strategy, and cloud deployment, operations, maintenance, and troubleshooting.
  • Demonstrated experience designing and implementing complex IT solutions on a large Program
  • Demonstrated experience designing and modernizing complex enterprise networks and legacy IT systems
  • Amazon Web Services (AWS) Public and Private Cloud
  • Azure Cloud
  • Google Cloud
  • Experience with Cloud Service Routers (CSRv)
  • Experience performing requirements gathering with a prospective customer and tailoring a custom product and solution
  • A data-driven critical thinking mind, analytical expertise, and a solution-driven, service-oriented personality
  • A knack for working in a similar fast-paced, high-SLA, deadline driven environment
  • Experience migrating from legacy on-prem networking to the Cloud Networking
  • Experience with Cloud Identity and Access Management
  • Thorough understanding of Cloud Computing: virtualization technologies, Infrastructure as a Service, Platform as a Service and Software as a Service Cloud delivery models and the current competitive landscape
  • Thorough understanding of infrastructure (firewalls, load balancers, hypervisor, storage, monitoring, security, etc.) and have experience with orchestration to develop a cloud solution

Must be able to provide proof of U.S. Citizen and be able to obtain a DHS clearance with CISA

Clearance Preference:

  • DHS EOD - 1st priority
  • Any DHS badge + DoD Top Secret or Secret - 2nd choice
  • DoD Secret or Top Secret + willingness to get EOD clearance - 3rd choice (it can take 45 days to obtain EOD clearance – work can only begin once the clearance is fully adjudicated)
