Cloud Architect

The U.S. Cybersecurity and Infrastructure Security (CISA) mission is to lead the national effort to protect and enhance the resilience of the nation’s physical and cyber infrastructure.  CISA includes the CISA Mission Enabling Offices (MEOs) and six Divisions: the Cybersecurity Division (CSD), the Emergency Communications Division (ECD), the Integrated Operations Division (IOD), Infrastructure Security Division (ISD), the Stakeholder Engagement Division (SED), as well as, the National Risk Management Center (NRMC), which are headquartered within the National Capital Region (NCR).  

CISA’s information technology (IT) landscape has historically produced networks and systems individually managed and maintained within each of its Divisions as well as its MEOs.  This task order is to provide Enterprise Engineering and Operations Support Services (EEOSS) to CISA/OCIO to establish enterprise IT capabilities. These enterprise IT capabilities shall support CISA’s ability to continue establishing a modern IT infrastructure; engaging in various initiatives to evaluate and implement emerging technologies; migrating to the cloud; supporting mobility and collaboration platforms; and continually improving the performance, security, and availability of enterprise IT services.

Working with an enterprise network architecture and engineering team supporting our Federal customer, the Cloud Architect supporting Technical Solutions Engineering and Implementation projects supports interfacing with customers in identification of technical requirements, including engineering and implementing network, identity and access management, application and systems development, collaboration capabilities, cloud hosting, communication services, and solutions connectivity to cloud services to facilitate migration to the cloud; engineering and implementing solutions and capabilities in data centers, CISA facilities, and/or cloud environments; providing Tier 3 escalation support to troubleshoot and resolve related issues in a timely manner; and transitioning management of solutions to operations and support team for continued operations and maintenance.

Primary Responsibilities:

• Design, engineer, test, and implement an enterprise network infrastructure and technologies.
• Develop a comprehensive Technical Requirement Document (TRD) and a Detailed Design Document (DDD) associated FRD and DDD and/or comparative Agile Methodology documentation as applicable, before transitioning to Operations and update the DDD when there is change in the cloud design and/or technologies.
• Design, test, and implement secure and reliable network connectivity to cloud services (e.g., commercial cloud services providers (CSPs), private cloud, and hybrid cloud).
• Collaborate with all stakeholders to test all cloud related systems and application migration process to verify that the systems meet requirements and can host applications with no degradation to performance or security.
• Develop a standard Test Plan Template used to test all systems to verify that it meets requirements and work as designed prior to implementing in the production environment.
• Create test report along with the Implementation Plan for each change performed on the cloud network environment.
• Test all new hardware/software to remediate software bugs and/or vulnerabilities to ensure the new hardware integrates well with the existing environment.
• Provide Tier 3 escalation support to troubleshoot and resolve related issues
• Manage system hardware and software releases, changes, moves and installation to minimize disruption.
• Prepare and enter Change Requests (CRs) into the configuration management tool, present the CR at various review gates, coordinate with all stakeholders for information sharing, approval, and support.
• Prepare necessary artifacts, diagrams, procedures, and additional information and data as required in executing transfer of capabilities and solutions to IT Operations for operations, maintenance, and management.
• Experience building Secure Cloud Interconnect (SCI), Netbond, Direct Connect and VPN connections
• Lead Migration from legacy on-prem networking to the Cloud Networking
• Expert in one or more Cloud Infrastructure (IaaS) offerings and comfortable discussing solutions with clients
• Design and implement multi-tier architecture solution that is highly available and fault tolerant using Cloud platform services
• Design and implement effective cloud computing solutions that take into account an organization’s structure, communications, and operational business processes, including financial management and cost model implications
• Manage the process of migrating and transition to a cloud environment
• Analyze current workloads, migrate existing IT systems to the cloud, an configure new systems or services to enhance business operations
• Must be able to work with minimal supervision and possess excellent written and verbal communication skills
• Leverage latest technologies, trends, and best practices to provide a secure, robust, high performance, and reliable network that supports all existing and future CISA applications.

At least 4 years of hands-on experience in Network Design, Network Engineering, Network Operational Support and Cloud engineering experience of Medium to Large enterprise network environments:

• Amazon Web Services (AWS) Public and Private Cloud
• Azure Cloud
• Google Cloud
• Experience with Cloud Service Routers (CSRv)
• Experience performing requirements gathering with a prospective customer and tailoring a custom product and solution
• A data-driven critical thinking mind, analytical expertise, and a solution-driven, service-oriented personality
• A knack for working in a similar fast-paced, high-SLA, deadline driven environment
• Experience migrating from legacy on-prem networking to the Cloud Networking
• Experience with Cloud Identity and Access Management
• Thorough understanding of Cloud Computing: virtualization technologies, Infrastructure as a Service, Platform as a Service and Software as a Service Cloud delivery models and the current competitive landscape
• Thorough understanding of infrastructure (firewalls, load balancers, hypervisor, storage, monitoring, security, etc.) and have experience with orchestration to develop a cloud solution

Must be able to provide proof of U.S. Citizen and be able to obtain a DHS clearance with CISA

• Any DHS badge + DoD Top Secret or Secret - 2nd choice
• DoD Secret or Top Secret + willingness to get EOD clearance - 3rd choice (it can take 45 days to obtain EOD clearance – work can only begin once the clearance is fully adjudicated)
