Overview/ Job Responsibilities

BACKGROUND:

The United States Coast Guard (USCG) Aviation Logistics Center (ALC), as an Engineering and Logistics Directorate member organization under the Deputy Commandant for Mission Support, requires program management support to implement the USCG’s Contracting and Procurement (C&P) Transformation.

 

The USCG C&P community includes almost 1,000 civilian and military professionals and executes an average annual spend of $4 billion through approximately 26,000 procurement actions and 300,000 micro-purchases. These transactions help deliver and sustain assets, systems, services, and capabilities that power a world-class Coast Guard organization.

 

The C&P Transformation presents a tremendous opportunity to innovate, advance/leverage partnerships with industry, revisit policies and processes to maximize the capabilities of USCG’s new financial management system, improve C&P customer service, and identify new ways to organize, invest in, and retain a highly skilled C&P workforce while attracting the best talent from other agencies, private organizations, and higher-level learning institutions.

 

DESCRIPTION OF DUTIES:

Working under the oversight of the Director and Executive Steering Committee, C&P Transformation, the Contracting & Procurement SME will coordinate and execute C&P initiatives that improve and modernize governance and functional alignment, process and policy, data readiness and workforce development and optimization within each of the six (6) Chief of Contracting (COCO) Office areas of responsibility. In this capacity, the C&P SME is expected to support the following strategic objectives:

  • Plan, organize, direct, and control SFLC, SILC, and DOL support for the Contracting and Procurement Modernization Task Force.
  • Provide expert guidance for multiple program and project tasks and serve as the POC and liaison for all technical issues between SFLC, SILC and DOL staffs with the Task Force.
  • Responsible for the management of multiple concurrent project tasks, provide expert direction and guidance to subordinates, develop schedules, formulate work plans, manage, and control project funds and resources, and serve as a point of contact with the CORs.
  • Provide logistics support to include (1) knowledge of agency program planning, funding, and management information systems, (2) broad knowledge of the organization and functions of Contracting and Procurement activities involved in lifecycle logistical support, and (3) the ability to coordinate and evaluate the efforts of functional specialists to identify specific requirements and to develop and adjust plans and schedules for the actions needed to meet each requirement on time.
  • Serve as the liaison to the Government for all program-wide task order technical issues, task order performance, and issue resolution.
  • Provide oversight and executive level management for all the contractor engagements under this task order. Represent the contractor at all task order level post award meetings.
  • Develop and sustain Project Management tools that can be made available to all ALC personnel, or any other personnel as directed by the Government.
  • Project Management tools are to include basic instruction on setting up:
  • Work Breakdown Structure (WBS)
  • Gantt charts in appropriate software platforms.
  • Perform Earned Value Management System (EVMS) functions, as directed, from industrial timekeeping to management of an EVMS software package.
  • Monitor processes and assist with the transformation of the ALC to meet many of the characteristics of American National Standards Institute (ANSI) 748 standards, such as developing and managing WBS, Organizational Breakdown Structure (OBS), setting up control account plans, defining work packages and milestones, and conducting Integrated Baseline Reviews (IBR).

Manage the relationships and interface of budgeting, cost and general accounting, Activity Based Costing, Maintenance Production, Planning and Control methods and standards, and reporting systems

 

Minimum Qualifications

15 years’ experience in Project Management and a Bachelor’s degree in any of the following:

  • Business
  • Engineering
  • Information Systems Management
  • Operations Research
  • Statistics
  • Logistics
  • Supply Chain

OR 10 years’ experience in Project Management AND a Master’s Degree in any of the following:

  • Business
  • Engineering
  • Information Systems Management
  • Operations Research
  • Statistics
  • Logistics
  • Supply Chain

OR 20 years’ experience in Project Management and a Contracting and Procurement Level III certification (FAC-C, DAWIA, or equivalent certification).

Desired Qualifications

Ten (10) years’ experience in USCG procedures to include:

  • USCG Contracting and Procurement programs, procedures, and information systems.
  • USCG Naval Engineering, Civil Engineering, or USCG Command, Control, Communications, Cyber and Intelligence programs.
